Create lock file for windows

Now that we have made the lock file more specific to accommodate pycpt we will need a windows lock file. Create this based on the pycpt lock file with additional packages as needed. https://iri-pycpt.github.io/installation/

Need to add version of the actions running on Windows as well as Ubuntu
