Docs: Action Plans, Control Relay action

The instructions in action-plans.md for creating a "Control relay" action should be reviewed and additional information added as needed.

Specific questions:

1. The action allows you to control relays 1 to 4. The website description of the IP Relay Console says it supports up to 2 analog connections. Is all of that correct? It seems to me if it only has 2 analog connections, it should only have 2 relays.
2. The "Delay/Hold State Change" options indicate the time is "(ms)" or milliseconds, which means someone would have to put in a value of 1,000 just to get a one-second delay. Is that correct? I'm sure there are use cases where someone would want a delay short enough to be measured in milliseconds, I just feel like that might need a little emphasis in the documentation.
