texlive*: fails to build with docs

Describe the bug

The texlive packages fail to build with docs due to 404 errors in the ctan mirrors.

Steps to reproduce

Try to build texliveSmall.__overrideTeXConfig {withDocs = true;}. It may be necessary to use --repair if the docs are already cached.

Expected behaviour

The derivation should build correctly, as in commit b40629e (for example).

Additional context

Bisecting shows that the issue was introduced with the latest staging-next merge (#497493), and cherry-picking suggests that it was specifically #479358. I suspect that #495954 might fix it, but the build takes too long on my machine to check since it hasn't been cached yet.

The 404 error is to be expected, it's the failure to connect to texlive.info that's worrying. Norbert's server has been having issues with bots recently, and we are not helping.

We must wait for master to receive the final TeX Live 2025, which is fully mirrored, and the .withDocs patch, which will cache the doc containers. For the future texliveUnstable, we'll have to be creative – we can't rely on the texlive.info daily snapshots any more.

As soon as TeX Live 2025 final hits master, I expect we'll merge #497867 which includes the new .withDocs attribute, and a top level texliveFullWithDocs for the express purpose of caching the doc containers (the only way to fix #367072 without overloading Hydra). When things are ready, .__overrideTeXConfig will disappear from the documentation, and I'll probably add deprecation warnings.
