Plugin stuck on [LOADING] - incompatible with CounterStrikeSharp 1.0.364

PlayerSettings 0.9.3 is built against CounterStrikeSharp.API 1.0.233 but the current CSS release is 1.0.364, causing the plugin to remain stuck on [LOADING] and never fully initialize. Please update the build target to support 1.0.364+.
