Create a consumption multiplier function
When a plant such as ammonia is operated dynamically it could be beneficial to have a function that can apply different rates of consumption based on the dynamic behavior that's happening in that timestep.
For example there might be higher rates of electricity consumption during a ramp down/up period but less reagents consumed during those timesteps.
Making this a function would allow users to have control of this behavior or sweep the design space based on changing these values.
