Problem: we've yet to consider a user-facing workflow and application for populating the pre-plan layer (SARGeo org). Users need a simple way to append data into it. An option is to include this in the Advanced Editor rebuild, adding the pre-plan layer to the Advanced Editor map and wiring to the Smart Editor.

Alternatives

Do nothing; SARGeo Team has to handle pre-plan append requests. We want to reduce / avoid this altogether.

I probably need more understanding of the Pre-Plan layer - Do Branches and Divisions change?

1. Add the Pre-Plan layer to the New Advanced Editor for appending data permanently to it
2. Teach teams to use the Add Data widget to append their data to the intended ops layer - bypassing the Pre-Plan layer
