Contact Ryan Rhee to makes changes to new 209 Tally

Have Ryan Rhee makes changes to 209 Tally so it reflects the same table layout as the 209 Form the SITL uses to report. This will make copy and paste easier.

Spoke to Rhee yesterday who said he set it up in alphabetical order at the direction of Peter Lee. I will continue to look into the "Standard 209 Form" that SITL uses. Might be a case where each SITL uses a different "Standard Form"
