[Bug] - Inoperable Dropdowns in Help & Access Form on Mobile

Describe the bug

Dropdowns do not open on mobile; cannot submit form without completing the required dropdown field. The form will accept manually entered values, but only those that exactly match the dropdown options.

Expected Behavior

Dropdown to open when tapping on the field, select an option from the dropdown.

Reproduction Steps & Sample

From QuickCapture:

1. Open SARCOP Help
2. Enter values in required fields
3. Tap on the Agency Type field. Dropdown does not open.
4. Enter a test value - form will clear the answer and mark as incomplete
5. Enter a value that matches a dropdown option - form will accept the input and allow submission

I tested a few different browsers on iOS:

• iOS Firefox and Safari exhibit the same behavior as above
• iOS Chrome and Edge both display the first three values and dynamically display values as you type
• I also "Request[ed] Desktop Site" with no relief

Chrome & Edge:

This tells me that dynamically pulling a domain from another feature layer isn't an issue, it's the UX/UI on mobile browsers in some way (working theory).

Describe the issue or error you are encountering.
Dropdowns are difficult to access/inaccessible on mobile devices. Filtered auto populated dropdown lists on Android are extremely difficult to read and virtually unusable.

What troubleshooting have you already performed?
Originally discovered 5/25 on iOS device where no down arrow is visible in dropdown box. Tapping on the box does not open a dropdown list. It was discovered that the dropdown list can be opened by tapping on the far right of the dropdown box (where a user might expect to see a down arrow), but the user has to guess the exact spot to tap on the screen. It is unclear if the box requires multiple taps on that location to open the dropdown because it is unclear where exactly to tap. Tapping on the dropdown box sometimes presents the top three dropdown options above the keyboard for some fields, other fields tapping the dropdown box displays nothing above the keyboard.

On iOS, dropdown box allows text input, but does not show a filtered autopopulated dropdown list in the form when typing. If text input does not match a dropdown option and the user clicks off of the field, the field resets. Autopopulate options do appear above the phone keyboard, but not in the expected dropdown area, and user cannot scroll through all available dropdown options that meet the typed text criteria. Only the first three dropdown options that match the text entered in the dropdown box are visible above the keyboard, despite there being many more options that fit the criteria. For example, there may be 30 options that match "CA", but only the first three are accessible above the keyboard. Typing in the dropdown and then tapping on the exact spot you would expect to see an arrow does display a filtered list of dropdown options that match the text. For example, typing "CA" and tapping on the exact spot on the screen to open the dropdown list will show a correctly filtered list to match the "CA" criteria.

On android, a user was able to open the dropdown list but only after multiple taps in the dropdown box. When attempting to type in a dropdown box, a large, transparent list appears on the screen that is difficult to read because of the transparency.

Ticket closed 6/10, Esri advised known limitation that native browser controls dropdowns.

From Esri Support:

"Here's a summary of the case:
Checked that the form is created in ArcGIS Online Survey 123 Web Designer
Confirmed that the users fill the survey using a browser on mobile devices
Discussed that on mobile devices, dropdowns are managed by the native browser rather than ArcGIS Online apps, so the behavior may differ and this is a known limitation."
