[Feature] Moonfin Admin - User Defaults - Apply Default Seerr Toggles

What problem does this solve?

Would like to be able to apply the following toggles server-wide:

Proposed solution

Add a new tab on the following page in the Admin settings:

Tab would be titled something like "Seerr Settings", would let admin set which toggles are visible by default when opening Seerr along with the other individual settings (NSFW filter, Request updates, Issue updates).

Is that also supposed to apply to the dedicated Seerr tab? I have those enabled and pushed the defaults server-wide. I only see the following on a pre-existing user:

I did just test with a new user (created just now) though and I do see all of those rows, might be a bug instead of a feature request?
