create label for bulk-upload

I am suggesting we create a label in this repository called bulk-upload

We can then make sure all bulk upload contributions in #bulk-upload on discord get added as issues here, with the tag.

Would help you filter them when you want to have a bulk day.

Also maybe give me access to apply labels for issues, so I can make sure all bulk issues have the label.
