Cleanup configuration directory

1. consolidate widesweep/powersweep directories into a single "sweep" directory (since this is now a single step)
2. lots of random scripts - get rid of unnecessary code, and consolidate smaller scripts into classes/modules
3. cleanup ml directory

removed"'changeMinResSpacing" script - this would change the collision threshold flagging. add this to SweepMetadata if/when needed
