We reviewed the repository. It is clearly packaged as a real agent skill, with a root SKILL.md, a documented install path, an MIT license, and a focused Codex monitoring use case.

Since this issue was opened, OpenAgentSkill's public submission requirement has changed from 3 to 10 GitHub stars to help maintain catalog quality. The repository currently has 0 stars, so it is not eligible for the automated publishing gate yet. This is the same requirement applied to all public submissions.
