mc_clear_player clearing all blocks

When used by an admin with the function @me (haven't yet tried with name), mc_clear_player clears ALL server blocks instead of just your own.

Tested on SS2 and SS1, it worked fine with targeting both @me and other players, giving expected results. Not entirely sure what could've caused this aside from it potentially being a panic clear of edicts?

The message that fires when you're starting to threaten too many - the 'slow down' message - DID pop up in chat, but I'm unsure why clearing blocks would cause it. Map was desert bus, if it helps.

It's happened twice, though the last time was probably last year and I just thought I'd typed it wrong.
