So as we experienced on the Terrible Ping Tuesday on December 23rd;
When mp_winlimit is applied to Lazy Pub #1 and #2, Payload and Control Point maps (especially Multi-Stage) will count control points captured as "wins". This means that some maps will end even after the first stage is done.
Set it so maps with the pl_, cp_, and cppl_ prefix do not use "mp_winlimit", while all other maps do for both Pubs. Simple as that.
