🐛 Hourly RoE independentAnimation not cleared while in a CS

Steps to reproduce

Enter a CS just before the hourly RoE is about to happen,
See the message in the log, and get the blurred effect,
Exit the current CS,
see the RoE animation,
Notice the blurred effect still stays.

Expected behavior

Enter a CS just before the hourly RoE is about to happen,
This part needs testing -> (No message in the log?, and not get the blurred effect?),
Exit the current CS,
see the RoE animation with the blurred effect and get the notification in the log.
Notice the blurred effect has gone.
