Monk/Hand to Hand swings problem

Hey guys! I'm noticing that trusts with Combat Skill 1 (Hand to Hand) end up with 3 attack swing rounds? I can't seem to get a Monk to have proper two swing rounds, or Dual Wield for trusts to use their offhand, also a two swing round.

It feels clearly like a me problem, could someone more knowledgeable weigh in?
