Cant seem to get the Alter ego extravanganza to work

Im havign issues figuring out the Alter ego compaign. I initially turned it on and the log in campaing as well using 3 as the option, built the server and ran it. none of the venders are selling any of the ciphers. I tried disabling Log on campaign and rebuilt to be sure and still nothing. I tried changing it to 1 since its summer yet they still arent sellign the ciphers. is it not implemented? or am i missing something?
