Verify support for RFC-8089 update with file authority

Standard has been updated to support File authority where the hostname is omitted.

For example, a file on localhost can be represented as file:/filename.ext or file:///filename.ext.
The new RFC describes other variants such as:
file:///c:/bar.txt
