Player can't join the server

Plugin version: '6.4.13'
Server type: 'Waterfall (fork bungeecord).'
Server version: '#403'

Describe the bug
A clear and concise description of what the bug is.
When a player tries to enter the server it keeps saying Connecting to server. And the player does not join and I kick him for time out or some other error. And in the console there is an error with Anti-VPN.
The server started normally without any errors, I have bought the API (up to 160000 connections)
Something like this happens at random times for a random amount of time, and then it gets fixed and works normally and works again, and so on and so forth

1. Install the plugin
2. Start the server
3. Join to the server

I am also having this issue occasionally and I am not sure what is causing it. I am using the same version of bungee & avpn. I do not have any shared plugins aside from litebans & luckperms.

I have put anti-vpn in debug mode and got this output for when the error occurs: https://pastebin.com/HX6n5KpR

I have tried erasing the cache and allowed it to regenerate but it continues to occur regardless.
