Why can't Reduce be downloaded?

What does reduce refer to, and why is the click-on link empty, and it cannot be downloaded in the requirements file

Reduce is made by Duke University. You can clone it from here and follow instructions to install it. Make sure you put the build/bin or build/reduce/bin in your path. https://github.com/rlabduke/reduce
