[BUG] Segfault in CANN 9.0.0 when using Ascend p2p

Describe the bug
The program will crash when enabling AscendP2P or AscendPD. And it crashes in HCCL register buffers.

To Reproduce

• Enable AscendPD or AscendP2P
• Observe

Expected behavior

• No Crash

• Should be related hcomm pinning to 8.5.0
