bootstrap workflow runs when PR is closed (not merged)

when a PR is closed without merging, and the PR was into a release-x.x branch, it still runs the bootstrap workflow as though it was supposed to create a new release.

the workflows should properly determine the state of closed, not-merged being different from closing the PR and completing the merge
