Support for External Power Banks

Basically, I want to connect my central power bank (in this case, a bunch of EnderIO Vibrant Capacitors) via Modem to the Computer. Ideally they would be taken into account in the power buffer calculations, leading to more time with the reactor idling instead of pulseating on and off.

As with most additions with this codebase, it requires a complete rewrite. Luckily I am already completely rewriting the codebase to add turbine support.

They support this and more, drawback being (as far as I know) it doesn't work in older versions

Just wondering, you mentioned the reactor pulses on and off. Are the control rods oscillating a lot? That might mean the pid constants need to be adjusted.

In truth I think the pid constants should be different based on the RFT generation capacity of the reactor, but I don't think theres a way to determine that from the Extreme Reactors CC API. Maybe I can look into a "reactivity" estimate based on how much the RFT changes given an increment in the control rods.
