Include boot parameter for ARM64 Meltdown mitigation

Currently the recommendations are:

# Always enable Kernel Page Table Isolation, even if the CPU claims it is safe from Meltdown.
pti=on

We should include kpti=1 to cover ARM64 as well since the current only applies to x86_64?
