Regional Projects only show locations available to the user per their boundaries and rights.

when selecting a location for a regional project, users are only given the option to choose from locations which are included in their boundaries and rights. for example, this user's boundaries dont include all the counties in North Carolina, so they don't see counties like Beaufort or Lenoir
