This is a TODO for implement RSS fetching for podcasts already added to the Koto Library for the Podcast type. When we detect a new episode, we should automatically download if we are not on a tethered, limited connection (or provide an option to download anyways). Need to look into if this sort of information is exposed to NetworkManager and can be exposed to us.
