Report Tag

It would be nice to have the ability to report tags

I think to properly store this data, the resources table will need a tag_id column added. Then the report id can be stored in the value column.

If this change is made, all the tag resources should be modified to use the tag_id instead of the value

Still need to do code cleanup to have tags use the tag_id column
