Unable to discover bodies in sandbox

In sandbox mode, I can take a photo of an unknown body but no matter if I save, transmit, or reset the data the body doesn't get discovered in any way or become researchable. Shown below is an example of a body which I've photographed, followed by the list of planets from the mod gui and from the observatory:
