Isolate Stata, R, and Matlab from build in dev mode

Here we want to have the dev mode build exclude Stata, R and Matlab processes. This would facilitate Template development without additional requirements beyond Python and its libraries.

thanks @toogiii. I think the ultimate goal is to have a user being able to compile the Template in dev mode without anything but Python.

How to achieve that hasn't been discussed. One intuitive idea is to move the non-Python processes to more periphery outputs.

If you're to start here, I suggest that you start by understanding the current DAG and how dev mode works, followed by proposing to @jmshapir one (or two, in which case you can outline the pros and cons) architectures that you think would achieve our goal here.
