Set up and run cycled 4dvar with HTLM

## Description

- [ ] Configure the system to run a cycled 4dvar with Pseudomodel 
- [ ] RUn cycled 4dvar with identity TLM (essentially 3dfgat) for a month
- [ ] Run cycled 4dvar with HTLM using ensemble members for a month
- [ ] Run cycled 4dvar with HTLM using climatology for a month
- [ ] compare the linearization errors and the 4dvar results for the 3 experiments.
