Scroll to text passage only on click in Hue Band and Story Arc.

Currently, Hue Band and Story Arc bring you to the corresponding text paragraph on hover. 
This is very confusing and sometimes annoying, especially on longer texts. 
Change it to onClick, so the user explicitly needs to request that jump
