Add specification for detailed election metadata with candidate lists

This makes it possible to embed a link in the election metadata field, pointing to a json file with all kinds of details about the election. Including candidate lists and voting periods (i.e. deadlines)

Make sure that the json file contains a signature from the election address, to prevent attacks.
