New Income type for MN Paid Leave

A new income type was added to MAXIS for MN Paid Leave. UNEA panel has code 51, for SNAP/HC only, JOBS panel has code L, for cash programs.
Code will need to be reviewed/updated in the following scripts:

• Earned Income Budgeting (add new income type to dialogs / panel creation)
• CAF - review handling for counting / noting for different programs (SNAP vs CASH using UNEA/JOBS). May not need updates.
• HC Eval - review handling of income type codes, check how this will read from panels and populate dialog based on income type
• Funclib - review autfill_editbox_from_maxis for handling of new income types on JOBS and UNEA
• MISC - Class-StAT-Detail

Notes on updates:

• Earned Income Budgeting - only need to add the type to the reading of panel and selection for new JOBS.
• CAF - no change to JOBS - add type to UNEA
• HC Eval - the code in HC Eval is in regards to Ex Parte functionality only and no logic currently exists
• FuncLib - autofill_editbox - JOBS - does not read the type field.
• FuncLib - autofill_editbox - UNEA - add formatting line
• MISC - Class-STAT-Detail - determine JOBS counting rules
• MISC - Class-STAT-Detail - UNEA add type info
• Job Change reported - add JOBS type
• LTC Spousal Allocation FIATer - There are different codes needed to be applied here - research needed
• Possible updates to Training Case Creator and Copy Case Data
• COLA Review and Approve - add UNEA type
• Expedited Determination - add UNEA type
• Update Check Dates - add UNEA type
• HRF - add UNEA formatting line

Mostly this only requires adding the option and formatting. LTC Spousal Allocation FIATER and Class STAT Details have some logic to consider.
