[SDK] Create an OMB plugin

Summary

Create an OMB reference plugin (cg-omb) in either TypeScript or Python (or both) that translates data into and out of the NOFO information collection (IC) proposed by the OMB data standards working group.

Acceptance criteria

• The NOFO IC workbook tab has been converted into an equivalent JSON schema
• We've created a new cg-omb plugin that can transforms data into and out of this schema
• We've created a live example that uses this plugin and the Grants.gov plugin to demonstrate how CommonGrants can be used to translate data between existing data formats.
