Put PacketControl into Maven Repository

See above title^ It'd be helpful if PacketControl was in maven, if it isnt already. If it is, please include the repo url and group id/artifact id/version in the READEME

This project hasn't been finished due to lack of time, only a few packets are supported. Hopefully I can finish it someday.
