[Admin] For anything that isn't terraform perhaps we should have a CLI?

The bash scripts are functional and were vital to getting the initial Cloud Derby's running, but bash scripts can be brittle. If we created a CLI the methods could have some tests put around them and have a robust mechanism for these admin functions.

The CLI could use the gcloud auth credentials of the admin user keeping auth all within gcloud and Google Cloud IAM
