Well-known instances w/o left-hand type segment must be prohibited

According to the GTS specification, a GTS ID in the form
gts.vendor.package.namespace.type.v1.0 denotes an instance.

However, for instances identified by such GTS IDs, the corresponding type must be inferred from the left-hand GTS segments, which are not explicitly defined. As a result, this kind of “well-known” ID is not associated with a concrete schema and therefore cannot be validated.
