getEpcSsrIono() adds atmGlob.vtecQuality to a variance but vtecQuality appears to come from decodeigsSSR_type8() the SSR format quality indicator, and the IGS SSR spec IDF041 notes a unit in TECU suggesting this might be a standard deviation and not a variance.
Noted that few SSR VTEC products have the quality indicator set to zero, so have noting to see what the common practice unit is for the quality indicator, e.g. tried SSRC01CAS1 and SSRC00CNE0.
