This function appears to be labelling the first set of terms as the sine terms and the second sets as the cosine terms. And similarly for the encoder.
The IGS SSR v1 spec notes: "The sequence of the harmonic coefficients in the message is first the cosine terms C followed by the sine terms S within each group"
Might this ordering be backwards, or is this a known and intentional difference wrt the IGS spec?
