Sock categories are not always created

When you block and tag accounts in a case which previously didn't have an associated [[Category:Wikipedia sockpuppets of xxx]], sometimes the category gets created but sometimes it doesn't. See discussion at [[:en:Wikipedia talk:Sockpuppet investigations/Thewikiuser1999]]

I've seen this frequently recently. Usually means I need to check if it's been created and then almost always create the category myself.

I see this only in the case of CheckUser confirmed socks for a case that didn't previously have socks. Proven seems to be fine and suspected seems to be fine in the same instances.

(Spihelper failing here was half my motivation for this edit.
