Connect Treasury goals & objectives to PMA priorities

Outcome: Leadership can see how Treasury's plan supports the President's Management Agenda

Tasks:

• Load PMA priorities and goals into APEX as reference data
• Build the AI matcher: each goal/objective -> PMA priority/goal, with rationale and confidence
• Store goal->PMA matches with source citations and confidence scores
• Expose the connections through the APEX API
• Display PMA connections on the public site, traceable to the source plan
• Hand-validate Treasury's matches against the source A-11 document
