It should be a comma, not a dash, based on lines 2048 and 2060 of the subroutine read_prepbufr.f90. Specifically: if (qm==3 .or. qm==7) inflate_error = .true. and if (inflate_error) toe = toe * r1_2.

Well a comma or an empty space have the same effect; so nothing seems wrong then.
