Non-display of not logged in error message

Describe the bug
Error message flashes and disappears upon redirect from item submission form

Steps to reproduce the issue

1. Go to submit an item
2. Select lost item (without being logged in)
3. You should be redirected to the login page
4. You see the login form without any error messages

What's the expected result?

The error message is expected to remain above the phone number input field (see screenshot for example)

What's the actual result?

Error message flashes and disappears and normal login screen is seen
