Support user-made tracks

Currently user-made tracks are only supported by replacing the existing track files. Should have a folder for user made tracks and a menu page that can access them in-game.

I think the smoothest implementation would be a fourth "custom" cup that can be accessed by pressing space in the track selection screen the fourth time.

Or, if the Premiere and Bonus aren't unlocked yet:

No idea how hard it would be to implement. We'd also need a graphic of some sorts for the cup icon as well as placeholder tracks for all 8 new track slots.

Just an idea, though. Maybe there are better solutions to this.

There is already a file load menu for replays, I was planning on using that somewhere on the track select page.

Done with PR #218

• Creates TRACKS folder in same directory as binary if it doesn't exist
• Accessible with space/cup switch button in track select menu
• Always available no matter what cups the user has unlocked
• Not available in championship mode, only single race/time trial
• Arrows from replay loading file menu re-used
• Lap records saved to TRACKS/RECORDS.REC and based on track CRC
• Network play works if all players have track file with matching CRC, if not TRACK NOT AVAILABLE text will display and prevent readying

Haven't tested it yet but that looks absolutely amazing.
UI integration and functionality couldn't be handled better! And the scrolling ability that allows more than 8 tracks is great.

Does the CRC check also apply for the original tracks on network play?
Since the functionality is there, wouldn't hurt to check since basically all tracks can be edited now, or?
