Update helm chart for rbac-manager to move away from quay.io registry, new software release

What happened?

• The chart uses a version that is half a year old (1.9.5) as of 2026-06-08
• The chart uses your previous container registry (quay.io)

What did you expect to happen?

• The chart should use the current registry by default
• The chart should use the current software release by default: https://github.com/FairwindsOps/rbac-manager/releases/tag/v1.10.0

How can we reproduce this?

Open stable/rbac-manager/values.yaml, look at default values.
