Add shift_hgvs flag as an option to REST API (vep/:species/hgvs/:hgvs_notation)

In some scenarios, it is useful to be able not 3' shift the hgvs notations. So, it would great to be able to untoggle shift_hgvs.

Hello again @Karthik-Tempus - happy to confirm the Variation team have decided to implement the changes you asked for. The request has been added to their backlog.
I am not sure when exactly - Ensembl 114 vs 115 - it is going to be published though.

Thank you, hope that means it will be added to both GRCh38 and GRCh37 versions of the VEP REST API.
