[infra] Provision main CLEVER route EC2/EIP and Route53 cutover

Provision the main CLEVER route EC2/EIP and cut over Route53 in a later infra phase.

Target:

• Domain: cleversystem.ai.
• Endpoint: https://clever-route.cleversystem.ai.
• Record target: clever-route.cleversystem.ai -> <new main server EIP>.

Current evidence:

• Existing delivery/shopify runtime uses EIP 3.39.216.177.
• Route53 hosted zone exists for cleversystem.ai.
• clever-route.cleversystem.ai does not currently resolve by design.

Do not do in this issue without explicit infra execution:

• terminate EC2
• allocate/release EIP
• change Route53 records
• change DNS/callback/mobile URLs
