[repo] Split CLEVER route server from Shopify legacy runtime

Split the main CLEVER route server from the Shopify legacy runtime.

Decision:

• Main repo: EVNSolution/clever-route-server.
• Legacy repo: EVNSolution/shopify-clever.
• Mobile repo remains: EVNSolution/clever-driver-app.

Requirements:

• Preserve history/state before split.
• Keep private repo/manual deploy policy unless separately approved.
• Keep Shopify repo as rollback/legacy until WordPress integration and new server are proven.
• Do not push directly to main; use branch/PR strategy for implementation.
