Run first scheduled provider and Docker contract acceptance after merge

Blocked until contracts.yml exists on the default branch (GitHub returns 404 for workflow_dispatch before merge). After the 0.3 stack is merged, manually dispatch Provider contracts. Acceptance: live Geofabrik/HDX/OSMnx job passes; Docker OSRM Liechtenstein prepare/start/route/table/cleanup job passes on Ubuntu; failures are triaged without making mutable providers a PR gate; record the run URL on this issue.
