[Enchantment] Provide tests for teleserver and adapt them to CI

Currently teleserver utilizes only simple code check with flake8.

However, there should be more tests that test whether teleserver features work properly that can be tested in CI.

In PR #14 I added some simple unit tests for layouts/ scripts.

Although, there are still:

• Unit tests for tools/ directory
• CI tests that will test teleserver functionality
